There were/are those who Do them knowing they Don't work because they OBEY the"Rule of Law." No matter how unjust, irrational, wrong-headed or dangerous the law (mandate) is. That describes several people I knew and once respected. Obedience to authority is their primary driver of behavior. No matter what the cost, inconvenience, even placing themselves in harms way. Rationalizing that if government authorities make the ask/demand it simply must be worth it. That authorities would never make an ask/demand that could harm citizens unless it was worth it compared to the risk, the needs of the greater good.

These people are just as dangerous, if not moreso, than the authorities making the law/mandate.

I'm reminded of stories from the Chinese Cultural Revolution, when even ardent supporters of the Maoist revolutionaries, true believers, were accused of being enemies of the Revolution, tried and convicted by hasty lynch mob zealots. Marched to their gallows being spit upon, pelted with rocks, facing the wrath of the mob, swearing fealty to the Revolution, their looming executions understood as necessary for the Revolution to succeed. It was the Law. Even as tortured and removed from real law, real jurisprudence, it still went through the theater of Law and was condoned by authorities. Scarily there are a great many among us who share that 100% obedience to the "Rule of Law" no matter what the consequences.

And authorities know that.
