But, because there are so many millions who contribute to it, isn’t it effectively impossible to bring justice?
Yes and No.
Yes: Of course, only the disproportionately culpable — those that pushed more, for longer, and had greater responsibility — can practically ever be punished.
But, No: The natural mechanisms of free expression within social networks allow us to “punish” even millions by docking their reputation for having fallen into and pushed for tyranny, or even having kept quiet. We can forgive, but we shouldn’t paper over what happened. Those who participated can overcome their reputation hit in time.
